But in Vietnam, the system is structured very differently.

1. Developer (Investor / Chủ đầu tư)
They are the legal project owner and issuer of apartments.
They handle:

- Pink Book processing
They do not handle consultations with hundreds or thousands of buyers.
2. Master-Agent (Distributor / Tổng đại lý)
A Master-Agent is a licensed, large-scale distributor appointed by the developer to coordinate sales.

- managing inventory across dozens or hundreds of partner agencies
- distributing official price lists
- issuing booking confirmations
- verifying foreign quota

These are independent agencies, small, medium, or large, that work with developers and master-agents.

4. Lawyers (optional, but recommended)

Why Developers Do Not Communicate Directly With Buyers Pre-Sale

The answer is structural.
Reason 1. Developers manage large-scale operations.
A single top-tier developer may have:

- more than 2,000 external agents

They are not structured to:
- respond to every buyer
- explain projects individually
